Webloc Finagler is a free little application for Mac computers that allows you to convert Webloc files into .URL files. Just drag and drop the Webloc files and the app will convert them. The created files will be pointing to the same website and fully compatible with both OSX and Windows.

I've used this to convert links that work only for macs to links that work for all computers so that I can distribute links to my students. Simple, free, tiny, useful.
