The purpose of the OU migration tool is to automate the most tedious and work-intensive parts of migration to the OmniUpdate CMS from an unmanaged site or from a site previously managed by a supported third-party CMS. Historically, this has been done either manually (by copy-pasting text from the old site into the OU editor) or via an ad-hoc combination of general purpose text processing tools.
This is the recommended tool to use when moving from Bento 4 to FileMaker Pro.
