Icns Maker is an application that allows you to convert an image file to an icns file in just 2 steps: drag an image into the window and click the "Create icns" button.

That's all it takes to create modern icns files for use in Xcode 4.4 or later and suitable for all OS X apps including Mountain Lion apps and apps for Retina displays.
