Dramatic Black & White is a tool for turning images into customizable monochrome with one or more lightness gradient overlays - quite accurately called "spotlights" in the program.
I wasn't able to discern what the difference is between regular and "dramatic" black and white in this program other than the latter lacking a brightness slider, but suffice to say that pretty much any range of monochrome enhancement can be achieved with this tool. As proof of this, each framework has upwards of 20 preset filters, each with a slightly different look. There's also a nifty button to randomize settings in the upper right-hand corner of the interface, for those who prefer to leave their presets to the hand of fate (and user discretion, of course).
The aforementioned spotlight feature is enabled by default and serves to highlight areas of interest in the image; it can be removed or multiplied at will.
Sam's Protip: Sometimes removing elements or selectively reducing quality is the best way to improve an image - just look at the success of Instagram.
