No, you can't download it to your phone because the program is commercial and it's only available within the App Store. After you buy it, it will be tied to your account and ready to be downloaded on the Mac where the App Store account is attached to.
Of course, you can get BitMedic Antivirus from 3rd party websites, but I do not recommend this solution because it might be infected with malware, ransomware and others.
