I'm trying to run XDCAM Transfer, but it requires OS X 10.4 (Tiger) and I'm using the newer MacOS Sierra. Is there any way to use the application?

Unfortunately, there's no easy solution for your issue, especially since the application is this old. With old program that work on Leopard or Snow Leopard you can use applications like VMware Fusion to create a virtual machine, install the older OS X version on it, then run the application from there. For more details on how to do that, you should check out this article.
However, when it comes to older applications, like XDCAM Transfer that runs on Tiger, you will need to use an emulator called SheepShaver, which also emulates an older hardware architecture. Next, you will need to download the necessary ROM files from Apple and, once that's done, you will be able to install the application on the emulator and run it.
For even older applications, there's another tool caller Basilisk II that emulates the classical Mac machines.
You can install this application on multiple operating systems including Windows and Mac. For a list of compatible operating systems, use the official website offered by Sony.
