Just bought and installed App from Apple App Store. App does not see my built-in FaceTime HD camera on MacBookPro macOS Monterey 12.3.1 App starts, but all controls are grayed and camera selector on the top is empty

Yes, it does work with a built-in camera.

The version of Webcam Settings that will work on Snow Leopard 10.6.8 is version 2.3.
