PHP upload script

php upload script no mysql required. written for webdesign control pannel. requires a mail server for the new email_notification feature.
What's new in this version:
fixed bug that caused the submit to redirect to the wrong script.

replaced the code that used old style superglobals, fixing the bug stopping it to execute on php configurationss that have register_globals disaplbed.
