It can be used to encode/decode inline in applications such as text editors and programming IDEs, or the text can be sent to the Base64 interface to display both encoded and unencoded representations. You can encode/decode inline if you application supports it (text editors, programming IDE's, etc) or you can send the text to the Base64 interface where it will be displayed in it's encoded and unencoded representations.
Binary data will be shown in Hex, with the option of revealing printable characters. Very handy for reverse engineering base64 encoded data structures.
