That's because it was developed in Objective C using several libraries that are now deprecated and no longer supported. If you Google search Moire Screen Saver Mac you'll find a SourceForge project it has the compilable source for Moire there... the only issue with that port is it was done almost 10yrs ago in 2015. I pinged the author to see if he plans to re-release it with support for newer OS X versions and the M chips vs. Intel only.
