iGif Builder Lite is an application that helps you create GIF from local video clips, webcam, and screen recording.

The utility supports multiple filters on GIF. It lets you crop which part of region you like best from video, add text layer on GIF, set the start and the end point precisely for your GIF, adjust the frame rate to your liking, pick which kind of loop you like best, and set the playing order to GIF, from beginning to end or from end to beginning.
