Firstly, you need to export the Outlook contacts using the .csv file format. To do this, click the Options button from the File menu and then press Advanced. Open the Export menu, select the Export to a file option and press Next:

Select Comma Separated Values (Windows) and press again Next. Click the Contacts item from the list and then press Next:

After that, select a destination directory, type a name for the file and press Finish. Once the process is complete, launch the Address Book application, and from the File menu select New Group. Enter a name from the group, open again the File menu and press Import. Locate the .csv file that contains the contacts you wish to import, select it, press Open and follow the on-screen instructions.
There is a guide set up by the Apple Corporation which explains all the available operations for Time Machine application found in your OSX. Access the page, then scroll down to the Restore specific files or folder. From the Finder bar, click the icon with the clock and then access Enter Time Machine to do all the operations.

In order to retrieve the deleted contacts, you can use the Time Machine. Open the Address Book application, click the menu bar icon and select Enter Time Machine:

Select an older date to find the missing contact, click the contact icon and then press Restore. If this doesn't help, check the official forum for further solutions.
The software is not available for public downloading. It comes only pre-installed with Mac OS. I suggest you check Mac Informer database, to download and install a similar application.
