Is the Canon IJ Network still available for the PIXMA MP620 on MAC OS X El Capitan version 10.11.3? I can't get my printer working wirelessly or with a USB cable.

Yes, the application is still available for the El Capitan. I have checked its support page and after the OS has been selected to El Capitan, the Software category was soon populated with the supported products including the Canon IJ Network tool.
